Phrase-specific output filter strip_internal_reasoning added to gateway/response_filters.py and wired into gateway/run.py delivery path. A single incident showed internal deliberation text visible in Telegram (#47535). The filter now catches this class before delivery; 101 tests pass and py_compile is clean. Non-sensitive.
