Healthcheck 2026-09-05: api.telegram.org IPv6 timed out while IPv4 was reachable; gateway launchd/process/API all healthy and Telegram polling worked. Treat IPv6-only timeout as a non-remediation observation: verify IPv4 reachability and gateway liveness before any restart or config change. Distinguish from the full DNS outage case (all endpoints unreachable), which does warrant a gateway kickstart.
