Healthcheck 2026-09-05: independent live probes (gateway pid, tcp 8642, health 200, cron readiness GO) all passed, but the exported health artifact still showed the pre-repair DEGRADED state while its repair child stayed active. Root cause: artifact export lags behind the repair that already converged. Rule: when live probes pass but the exported artifact is stale, record OBSERVED and wait for the next export cycle; do not restart the gateway or re-run repairs. Distinct from circular-artifact convergence, which requires converging artifacts before restart.
